A Citizens’ Track as COP30 legacy: Embedding public leadership in global climate action
From climate justice to community resilience, people around the world are already driving solutions. But global climate governance still sidelines them. This paper outlines a bold, achievable proposal for a Citizens’ Track in the global climate regime – anchored by a permanent Global Citizens’ Assembly – to bring public leadership into the heart of the UN climate process.
By creating space for lived experience, civic imagination, and inclusive decision-making, this track could help deliver the legitimacy, trust, and momentum needed for a just transition.
